Orem Police — K9 (police dog) deployment records for the UVU response, September 10–11, 2025: denied three times, appeal filed
What we asked for: the deployment records for any City of Orem police dog sent to the Utah Valley University response on September 10–11, 2025 — the handler logs showing each dog, what it was trained for, what it was asked to do, and what happened.
What we got: no records, only denials. On July 15 the city turned the request down because it lacked the requester's full address and phone number and was “a duplicate request” (the request had been sent twice by mistake). The next day a records specialist wrote that “anything related to September 10, 2025 cannot be released since it's an active investigation.” On July 21 the city issued two Notice of Denial forms, describing the withheld records as “K9 inquiry” and “K9 Deployed Inquiry,” citing Utah Code § 63G-2-305(10) (records whose release could interfere with an investigation or a fair trial) and “Active Case.” The city's emails say the Utah County Attorney's Office, as prosecutor, “has requested that these records be classified as Protected,” and point all requests to the State Bureau of Investigation. When the same request was filed again in August, the city denied it on August 6 as a duplicate and an open investigation, with a form describing the record as “K9 records, UVU response” and citing § 63G-2-305(10) (“Active Investigation”) and § 63G-2-204 (“Lack of Requester information (full address)”).
Appeal: an appeal of the July 21 denials was sent to City Manager Brenn Bybee on July 21, 2026. No decision on it appears in the mail received so far.
