The internal memorandum justifying the award of a 2025 contract to Accurate Energetic Systems, LLC (McEwen, Tennessee) without full and open competition. The memo covers two items — “Demolition Charges, XS, miniaturized (mini XS)” and “Demolition Charges Anti-Personnel, XS” — purchased under the simplified acquisition threshold through limited competition among Basic Ordering Agreement holders, citing FAR 6.302-6 (national security). It states the requirement came from a program, name redacted, “tasked with providing solutions for real time requirements.” The justification box checked is “Unusual and Compelling Urgency”; the form's urgency section is blank, and the required delivery date is redacted. Certified March 24–25, 2025. Quantities, dollar value, vendor identities other than AES, and program identifiers are redacted by the Navy.
